
New York unveils first mobile sports betting applicants
Empire State regulators to process submissions from six primary parties including bet365, FanDuel and theScore

New York State Gaming Commission (NYSGC) officials have confirmed the first applicants to offer mobile sports betting in the Empire State.
The regulator named six primary applicants, including bet365, FanDuel, FoxBet, theScore and Kambi.
New York regulations require platform providers to serve as the primary applicants, which are then obliged to declare all operators they wish to host on their respective platforms.
These suppliers must fully integrate the operator wagering systems onto their platforms, while providing and maintaining all wagering and submitting records to state regulators.
Kambi was however listed twice as a primary applicant in regulatory filings made public by the commission, reflecting a separation between its US sportsbook partners.
Fanatics Sportsbook and Penn Sports were submitted as sportsbook partners on one of Kambi’s two applications, while Caesars, Empire Resorts, PointsBet, Rush Street Interactive and WynnBet were listed on a separate application.
In both cases, the brands listed will operate via the Kambi platform on a white-label basis.
BallyBet, BetMGM and DraftKings have applied to operate white-label mobile sports betting on the FanDuel platform.
FoxBet, theScore and bet365 have indicated their intention to operate on a standalone basis via in-house technology.
Prospective licensees will be evaluated against several criteria, with scores assigned based on technical and pricing criteria with bonus points up for grabs if an operator partners with a tribal gaming operator in the state.
The overarching objective is to create maximum revenue contributions for New York State.
A mobile sports wagering platform licensee must pay a fee of $25m within 30 days of approval, with licenses made available to the highest-scoring platform providers.
Pricing considerations will determine licence duration, with increasing taxation rates assigned based on the term of the licence, up to a maximum of 10 years.
Under current timetabling, New York regulators will hear the first oral presentations from applicants on September 1, with NYSGC officials awarding the first licenses either on or before December 6.
