Gaming law veteran Kevin C. Hayes joins Saiber LLC
Former Pennsylvania Gaming Control Board executive brings 15 years of experience to New Jersey firm
Longtime gaming law veteran Kevin C. Hayes has joined Saiber LLC, a full-service business counseling and litigation law firm based in New Jersey. Hayes signs on as partner within the firm’s gaming law practice group.
Hayes brings a wealth of industry experience to Saiber, having spent the early part of his career with the Pennsylvania Gaming Control Board (PGCB) before transitioning to private practice. Most recently, he was a partner at Doherty Hayes LLC, a Pennsylvania-based boutique gaming law firm.

His experience in private practice, as well as a regulator, make him a perfect fit for our team.”
At the PGCB, Hayes started as an assistant chief counsel in 2005 before becoming its first director of gaming operations. In that role, he served as the PGCB’s chief compliance officer and was responsible for overseeing and approving all elements of the regulatory controls and audits of licensed casinos in Pennsylvania.
In 2007, Hayes was appointed as head of the PGCB’s opening team where he presided over the rollouts of multiple casinos, including Harrah’s Chester Casino and Racetrack, Mount Airy Casino Resort, and Hollywood Casino at Penn National Race Course.
Following his stint as a key regulator in Pennsylvania, Hayes represented all kinds of industry stakeholders in private practice helping them navigate a host of of corporate, regulatory, and compliance matters. These stakeholders included casinos, racetracks, gaming manufacturers, and sportsbook operators,

Hayes, who received his J.D. from Villanova University School of Law, is the vice chair of the Pennsylvania Bar Association’s Gaming Law Committee and a member of the International Association of Gaming Advisors.
