New Irish regulator signs MoU with Gambling Commission
GC CEO Andrew Rhodes and Gambling Regulatory Authority of Ireland chief Anne Marie Caulfield put pen to paper on agreement in Dublin to establish “framework for cooperation” for both regulators
The Gambling Regulatory Authority of Ireland (GRAI) has signed a Memorandum of Understanding (MoU) with the UK’s Gambling Commission (GC) to strengthen ties between the two bodies.
A meeting was held between the two regulators in Dublin on 2 April, during which GC CEO Andrew Rhodes and GRAI CEO Anne Marie Caulfield signed the agreement.
The GRAI said the MoU will help to establish a “framework of cooperation” between both bodies, laying out the core tenents of how collaboration between the two will work.
The Irish regulator added that this is the first of several MoUs it intends to sign with regulators across Europe in the coming months.
In addition to signing the MoU, both regulators held a bilateral meeting during the GC’s Dublin visit, during which they discussed issues including compliance, monitoring and enforcement.
The GC and GRAI also discussed other regulatory matters relevant to both jurisdictions.
The GRAI began operations on 5 March after Ireland’s Minister of Justice Jim O’Callaghan signed parts of the country’s Gambling Regulation Act 2024.
Said legislation was first passed in October 2024 after receiving approval from both Houses of the Oireachtas and the Dáil.
Alongside Caulfield acting as CEO, the regulator is chaired by former CEO of the Office of Government Procurement Paul Quinn.
Caulfield said: “This MoU with the Gambling Commission is an important step in formalising the working relationship between the two regulators.
“I would like to thank Andrew Rhodes and a number of his colleagues across the various areas of the Commission for their advice and support over the past number of months.
“Ireland and the UK share many of the same operators and gambling practices, so putting this agreement in place will enhance our ability to share information and discharge our respective regulatory responsibilities effectively.
“Open dialogue and close cooperation between both jurisdictions is paramount and I greatly look forward to continuing this close cooperation’s for the years to come.”
