
LeoVegas Group adds former MGA CEO as new regulatory affairs director
Carl Brincat joins the multi-brand firm after departing Maltese regulator in January in his first position on the operator side of the sector


LeoVegas Group has named former Malta Gaming Authority (MGA) CEO Carl Brincat as the operator’s new director of policy and regulatory affairs.
The exec joins LeoVegas Group after nearly a decade with the regulator, having risen through the ranks from a legal adviser to eventually become CEO.
Brincat joined the MGA in September 2014 before being named senior legal adviser the following November.
In November 2017, he was appointed deputy general counsel before a promotion to chief general counsel came in January 2019.
In October of that year, Brincat was appointed chief legal and enforcement officer before stepping up to become CEO in January 2021.
He left the MGA this January and was replaced by Charles Mizzi, an industry newcomer who most recently spent five years as CEO of the Residency Malta Agency.
At LeoVegas Group, Brincat will be responsible for managing and overseeing relationships with emerging regulators and authorities across future international markets.
He will also be charged with leading on the firm’s policy efforts and coordination with trade bodies from across the globe.
Brincat will report into Abby Cosgrave, LeoVegas Group chief legal and compliance officer, and will be based at the firm’s offices in Sliema, Malta.
He will officially join the MGM Resorts International-owned group next month.

Brincat’s appointment comes as BetMGM, another MGM Resorts International brand, is exploring expansion into Latam and Eastern Europe.
The BetMGM brand outside of North America is operated by LeoVegas and powered by Kambi.
