
Brazil’s Ministry of Finance recruits inaugural president of the Prize and Betting Secretariat
Lawyer Régis Anderson Dudena appointed to lead the three sub-division department ahead of launch of market

Régis Anderson Dudena has been hired as Brazil’s first president of the Prize and Betting Secretariat (SPA) within the Ministry of Finance.
Dudena’s appointment was formalised through a decree signed by Rui Costa, Brazil’s minister of the civil house.
The role was created in January to regulate the incoming sports betting and igaming market and was formerly led on an interim basis by deputy secretary Simone Vicentini.
Dudena will lead the three sub-division department made up of 38 people across the undersecretary of authorisation, undersecretariat of monitoring and inspection division, and the undersecretary for sanctioning action.
The lawyer previously worked as head of legislative and regulatory advocacy at Brazilian law firm Manesco, Ramires, Perez, Azevedo Marques, Sociedade de Advogados, from December 2022 up until his new role with the SPA.
He also spent time at the executive office of former Brazilian president Dilma Rousseff between November 2012 to May 2016, first as legal counsel, then as special advisor, culminating in his final position there as deputy secretary of legal affairs.
He left that post to join the Brazil’s National Association of Railway Transport until May 2019.
Last week, the SPA and Ministry of Finance outlined the rules relating to payment transactions, including licensed operators needing to keep a minimum of BRL5m (£764,000) in reserve to cover winning bets as well as a ban of bonuses, cryptocurrency payments and credit being handed to players.
President Luiz Inácio Lula da Silva signed sports betting and gaming into law last December.
