Brazil to ban bonus advertising ahead of regulated market launch
Order from the National Consumer Secretariat seeks to protect children and adolescents, with a daily fine threat looming for operators that show non-compliance

Brazil’s National Consumer Secretariat has introduced a measure to ban bonus advertising in the country’s gambling market ahead of regulation coming into effect in January.
Published in the Brazilian government’s Official Gazette of the Union, the order will add further restrictions against operators as the Ministry of Justice and Public Security and National Consumer Secretariat move to better protect consumers.
The measure will ban “any advertising of reward related to advances, anticipations, bonuses or prior advantages, even if for the mere purpose of promotion, publicity or advertising, for placing a bet”.
The order also prohibits any advertising of fixed-odds betting games to children or adolescents in the South American country.
Operators will have 10 days after the order was issued to compile a transparency report detailing how these measures will be implemented.
Companies that fail to adhere to the new regulations will be handed a daily fine of BRL50,000 (£6,825) until the measures are fully complied with.
These measures will apply to the list of companies approved by Brazil’s Ministry of Finance to operate in the country from January 2025 onwards.
The regulator has already begun the process of ousting unlicensed operators from the market, instructing Brazil’s National Telecommunications Agency to remove more than 2,000 unauthorised website domains.
Super Group-owned Betway announced to customers earlier this month it was pulling out of the market, despite making it onto the Minstry of Finance’s approved operator list.
Restricting marketing practices is the latest limitation imposed by Brazil’s regulator as it prepares for the regulated market launch in the new year.
Earlier this month, the country’s Secretariat of Prizes and Bets (SPA) became a member of the National Strategy to Combat Corruption and Money Laundering (ENNCLA).
The two bodies will jointly oversee counter-corruption and anti-money laundering (AML) policies in the Brazil.
The SPA also signed agreements with Genius Sports, the International Betting Integrity Association (IBIA), Sport Integrity Global Alliance (SIGA) and Sportradar to strengthen its betting integrity monitoring resources.
