
Horserace Betting Levy Board selects new interim chair
Government stalwart Anne Lambert takes on role for foreseeable future following the passing of former chair Paul Darling last month

The Horserace Betting Levy Board (HBLB) has appointed Anne Lambert as the organisation’s interim chair following the passing of former chair Paul Darling last month.
Lambert has served as an independent HBLB member since April 2020 and currently holds a non-executive director position for the Civil Aviation Authority (CAA).
Lambert will hold the HBLB position from 16 September 2024 to 15 June 2025 while the body looks for a long-term appointment.
The interim appointment was made by the Secretary of State for the Department of Culture, Media and Sport, Lisa Nandy, as “an exceptional appointment without competition”, after a consultation with the commissioner for public appointments.
Lambert comes with vast board level experience in various government roles amassed over the last 30 years, working across departments such as insurance, telecommunications, competition and aviation.
Before her current role as a board member for the CAA, Lambert held the title of inquiry chair at the Competition and Markets Authority (CMA) from 2014 to 2019, in addition to serving as a board member for the organisation from 2016 to 2018.
The current governor of Portsmouth University also served as the UK’s deputy permanent representative to the EU from 2003 until 2008.
She will be paid £39,600 per annum as interim chair, although it is expected she would not receive the total amount as she will only be in the post until June next year.
